Strictly Transition Issues?

 

Prior to moving off of SS7 and the LERG and over to ENUM and VoIP, multiple transitional issues will sit in the road as potential roadblocks, potholes, and even chasms to bridge across.    Some of these issues are so big that if not faced soon and early could result in a slow drag to the voice network served by the universal service provider in each area.   While the future is yet to be and raising these issues is just an educated guess based on the current thinking, the issues addressed in this chapter should be addressed and clearly thought through on a step by step basis toward the transition.

  A.   The Role of Mobile - Can mobile and will mobile become the voice provider of last resort, the new universal service provider?  If so, what are the transitional issues such as compensation for serving rural areas?

B.   SS7 - What is the strategic map for moving off of SS7 by 2018?  What services will be effected?     

C.  ENUM - Will ENUM evolve from the current multiple proprietary systems to a standards based DNS like process?

D.  Inter-carrier Compensation.  How can ICC be transitioned from the current per minute interexchange carrier model based on minutes of use, to a more transparent and enforceable subsidy model?

E.  CallerID, CNAM, LIDB databases.  How will these TDM databases transition to ENUM?  Will they simply disappear?

F.  Numbers and the LERG.  Will routing move to from dialing numbers to user names as Google, Skype, and other VoIP providers use today.   How will such a transition take place.

G. 911.   NG911 is moving forward and may address many of these issues but government moves slow especially government which a lack of funding and ILECs entrenched in owning 911.   Current 911 is TDM based.  What is the plan for moving 911 to the post-TDM network?
