Creating ecological cities vs. adapting existing ones

In this part, we will try to define what is the best solution in terms of eco-city between a city like Freiburg which has a really strong Green policy and a city like Dongtan which aimed to be the first eco-city.

When we analyse the different objectives and policies which are led, we can notice that in both cases, the pattern is almost the same. For example in terms of transportation policies the purpose, in both cases, is to prohibit the cars circulation. In Freiburg only the city center is totally pedestrian, but the public transport network is so developed that it would be possible to extend this rule to the entire city.Concerning the housing policy, Freiburg built only two eco-districts, but when the administration plan to build or rehabilitate a neighborhoods, they always respect the environment and their green objectives in terms of housing environment, eco-mobility, natural spaces, energy control and eco-citizenship.

Certainly, Dongtan is a really eco-friendly and environmentally perfect project, but not really feasible at a global scale.

Indeed, nowadays there is an important stake of spaces as we can not build anymore : we have to keep natural spaces, so it is totally impossible to rebuild only eco-cities. Besides, as we saw previously, Dongtan was a city for people with a high standard of living : this kind of project is also unfair, elitist and too expensive to realize at a global scale.

As a conclusion it is more realistic to follow the example of Freiburg instead of Dongtan. The problem now is that everybody is not really willing to stop driving his car or can not afford to have an eco-friendly house. For every administration and governments, it is time now to try to change citizen mentalities.
